I've just posted an article on one way to formulate target cost contracts for agile projects. I've used it myself on a small number of projects.

I read your article on Target Cost Contracts with great interest. I myself has been involved in work in Norway, trying to combine standard contracts with agile methodology. Last autumn, we published a guideline in the Norwegian Computer Society on how to combine the contract standard PS2000 with Scrum. Unfortunately, this work is in Norwegian. But the PS2000 standard is translated into English. PS2000 has a target cost regime which is very similar to the one you describe in your article. Please inform me if you are interested in stuff on the PS2000 contract standard, and I will be happy to mail it to you.
