This site is built with Trellix Web, which is now sold as CuteSITE Builder. (The Trellix company was founded by Dan Bricklin, who co-authored the "first spreadsheet program".)

Trellix lets you:

Define your own template for the site's look and feel

Edit pages off-line, with a word processor-like WYSIWYG editor

Go on-line and FTP the new pages to your ISP

I like its ease of use, although I do feel this site is starting to outgrow my (old) version of Trellix.
